Minister Suharso Reveals the Importance of the RKP in Preparing the RAPBN
Minister of National Development Planning/Head of Bappenas Suharso Monoarfa explained the importance of the Government Work Plan (RKP) in preparing the State Revenue and Expenditure Budget Plan (RAPBN) when discussing the Problem Inventory List (DIM) of the 2025-2045 RPJPN Bill with the DPR RI Legislative Body, Wednesday (03/07 /2024).
According to him, the RKP (Government Work Plan) is the basis for preparing the RAPBN (State Revenue and Expenditure Budget Plan).
“The legal basis for the RAPBN is in accordance with Law Number 17 of 2003 concerning State Finance, Article 12 paragraphs 1 and 2, as well as the SPPN Law Article 25 which requires the preparation of the RAPBN to be based on the RKP. Without the RKP, the RAPBN does not have a strong basis for budget allocation,” said the Minister.
Apart from that, the Minister also explained priority programs in development. According to him, national development priorities are always directed at meeting the living needs of many people through various designed programs. According to him, assuming that national development priorities do not have this aim is wrong thinking.
“Ignoring the fulfillment of the living needs of many people in national development priorities is something that is impossible. National development priorities clearly reflect efforts to fulfill the living needs of the people,” he added.
It is hoped that this discussion meeting can strengthen the legal basis and direction of Indonesia’s long-term development policies, as well as ensure that all programs and policies planned in the 2025-2045 RPJPN are truly oriented towards responding to existing development challenges in society.
Minister Suharso also expressed his appreciation and thanks to members of the DPR RI for their commitment and cooperation in discussing the 2025-2045 RPJPN Bill DIM.
“Good cooperation between the government and the DPR is very important to ensure that this bill can provide maximum benefits for all Indonesian people,” he concluded.
