Minister Suharso Reveals Challenges in Implementing Bureaucratic Reform
Minister of National Development Planning/Head of Bappenas Suharso Monoarfa revealed a number of challenges faced in the implementation of bureaucratic reform, after attending a meeting at the Vice President Secretariat, Monday (07/10/2024).
Based on the monitoring and evaluation results of the Ministry of National Development Planning/Bappenas, the Minister said that the role of each institution and unit implementing bureaucratic reforms has not been optimal.
In addition, the Minister said that bureaucratic reform roadmaps prepared by ministries, institutions and local governments have not been directly integrated with the National Medium-Term Development Plan (RPJMN) or Strategic Plan (Renstra).
“The lack of synergy between stakeholders is also an important note, as this acts as a supporting factor in achieving national development goals,” said the Minister.
“Bureaucratic reform programmes that tend to be project and document-oriented are also still a challenge, where the implementation of bureaucratic reforms is currently considered more as an administrative task that has not been correlated with development achievements at the regional level,” the Minister continued.
In addition to the challenges, the Minister also explained a number of policy recommendations in strengthening bureaucratic reform.
“We need to strengthen the institution of bureaucratic reform and revive the role of the institution that implements this reform and improve the governance of the National Bureaucratic Reform Team,” said the Minister.
On that occasion, the Minister also emphasised the need to make changes to the bureaucratic reform roadmap, both at the national level and in relevant agencies. The involvement of all stakeholders when planning and evaluating reform policies was also a focus of the Minister.
“Finally, we must change the way we evaluate the implementation of bureaucratic reforms, to focus more on achieving tangible results,” he concluded.
According to him, these steps are expected to increase the effectiveness of bureaucratic reforms to support the achievement of national development goals.
