Minister Suharso Reveals 4 Things to Sharpen in the 2025 DAK Policy

Minister of National Development Planning Suharso Monoarfa revealed 4 aspects that were sharpened in the 2025 Special Allocation Fund (DAK) policy. This was explained by the Minister when giving a speech at the Socialization of the 2025 Special Allocation Fund (DAK) policy, Friday (14/06/2024).
According to him, one aspect that has been sharpened is the application of the matching program concept between DAK and activities whose financing comes from the APBN, APBD and the private sector.
“This concept is implemented as an effort to strengthen funding synergy through synchronization and harmonization of planning and budgeting,” said the Minister.
Another aspect that the Minister mentioned was the need to fulfill the Thematic, Holistic, Integrative and Spatial (THIS) concept. In this concept, the Minister emphasized the need for integrated menus and intervention locations in the DAK sector. So, integrated planning will be implemented in the DAK proposers for each region.
Next is the application of the concept of completeness in layers or multilayers, through medium-term DAK.
“The DAK policy direction in the RPJMN is aimed at completing programs/activities that support national priorities in the RPJMN periodization. “The DAK menu will be prepared more sharply so that the proposed activities do not need to be too many, focusing on activities that are priorities for completion in each region,” said the Minister.
The final aspect that has been sharpened in the DAK policy is the application of an asymmetric approach in planning and allocating DAK. According to him, these two things will be adjusted to regional burdens and needs in completing development targets.
“Currently, the Ministry of National Development Planning/Bappenas, together with ministries and institutions, have identified the burden and development needs of each region. “We hope that regional governments can propose and choose the DAK menu according to the real needs and conditions in each region,” he explained.
With this sharpening, the Minister also hopes that regional governments can prepare plans using the THIS concept (Thematic, Holistic, Integrative, Spatial) from the start, so that they can support the resolution of strategic issues in their respective regions.
