Inclusion of Persons with Disabilities in Indonesia: Distribution and Follow-up of the NAP for Persons with Disabilities

In recent years, empowerment and inclusion of people with disabilities has become the main focus of development in Indonesia. Data on the distribution of disabilities by island provides a clear picture of the challenges faced by each region.
Based on data compiled by the Ministry of National Development Planning/Bappenas, the following is the distribution of people with disabilities in Indonesia by island
In Java there are 3,533,810 people with disabilities or the equivalent of 2.3%. In Sumatra there are 1,294,077 people with disabilities or the equivalent of 2.14%. In Bali and Nusa Tenggara there are 376,562 people with disabilities or the equivalent of 2.43%.
In Kalimantan there are 358,130 people with disabilities or the equivalent of 2.13%. In Sulawesi, there are 507,871 people with disabilities or the equivalent of 2.53%. In Maluku and Papua there are 109,612 people with disabilities or the equivalent of 1.44%
This data illustrates that each island has a significant number of people with disabilities, with Java having the highest percentage at 2.3%. This even distribution emphasizes the need for inclusion efforts throughout Indonesia.
In relation to fulfilling the rights of persons with disabilities in Indonesia, the Ministry of National Development Planning/Bappenas has carried out follow-up action in the form of preparing the Substance of Minister of National Development Planning/Bappenas Regulation Number 3 of 2021, which has been modeled on the National Action Plan for Persons with Disabilities (RAN PD) and the preparation of Provincial Regional Action Plans for Persons with Disabilities ( RAD PD).
The action plan has set 7 strategic targets as follows. First, data collection and inclusive planning. Compile an accurate and detailed database about people with disabilities to design more targeted policies.
Second, an environment without barriers for people with disabilities. Create a physical and social environment that supports accessibility and full participation for people with disabilities. Third, protection of rights and access to justice. Ensure protection of the basic rights of persons with disabilities and equal access to the justice system.
Fourth, empowerment and independence of people with disabilities. Empowering people with disabilities to develop their potential and live independently in society.
Fifth, inclusive economy. Encourage the participation of persons with disabilities in the economic sector to achieve inclusive economic development. Sixth, education and skills. Ensure access to education and skills training for people with disabilities to improve their quality of life.
Seventh, access and equality of health services. Guarantee equal access to health services and ensure equal distribution of services throughout the region.
