Governance Transformation Towards Indonesia 2045
Indonesia, as a country that is developing rapidly economically, has set a big ambition to become a developed country by 2045. To achieve this ambitious target, the government has formulated five main targets contained in the National Long Term Development Plan (RPJPN) 2025- 2045.
These five targets include (1) Per capita income equivalent to developed countries; (2) Poverty reaches 0% and inequality decreases; (3) Leadership and influence in the international world increases; (4) The competitiveness of human resources (human capital) increases; (5) Greenhouse gas emissions decrease towards net zero emissions.
In achieving these targets, reform will not be enough. Indonesia needs extensive transformation, especially governance transformation.
Good governance is the main pillar in ensuring public sector management that is efficient, effective, accountable, open, transparent and in accordance with the applicable regulatory framework.
Governance transformation is needed to enable the government to work effectively in providing quality public services and creating an institutional environment that is adaptive, adheres to principles, has integrity and is collaborative.
Several strategic issues that are the focus in governance transformation include regulations, institutions, meritocracy, talent management and State Civil Apparatus (ASN), digitalization of business processes, public services, democratization, political party integrity, and relations between government and civil society.
Adaptive regulations and integrity are the key to ensuring that the regulations issued by the government are in line with needs and function effectively in regulating various aspects of people’s lives.
In addition, strong institutions and meritocracy in the ASN recruitment and promotion system will help create a professional and high-performing work environment.
Digitalization of business processes and public services is also an important step in increasing the efficiency and accessibility of government services to the public. Democratization and integrity of political parties are also important aspects in ensuring public participation in the process of making political decisions and public policies.
In addition, good relations between government and civil society are an important foundation in building effective cooperation in solving social problems and overcoming development challenges.
Through holistic and sustainable governance transformation efforts, it is hoped that Indonesia can build a strong, efficient and integrity government foundation to achieve sustainable and inclusive development goals.
