Contribution of the Tourism Sector in the 2025-2045 RPJPN Draft

In the National Long Term Development Plan (RPJPN) 2025-2045, Indonesia targets the contribution of the tourism sector’s Gross Domestic Product (GDP) to economic growth of 8% or the equivalent of USD 100 billion in 2045.
This ambitious figure is more than three times the current achievement and reflects Indonesia’s efforts to optimize tourism potential as a driving force for the economy.
Achieving this target does not only rely on increasing the number of foreign tourist visits, but also through implementing the concept of quality tourism.
To achieve this target, Indonesia can learn from countries that have succeeded in developing quality tourism, such as Japan.
The average expenditure of foreign tourists in Indonesia currently ranges from USD 1,100 to USD 1,200 per visit, which is relatively low compared to Japan which reaches USD 1,500 to USD 1,600 per visit.
In Japan, tourism not only offers beautiful destinations, but is also supported by adequate basic infrastructure services. Efficient urban transportation, fast train support, and cable cars to centers of economic activity and tourism are some examples of facilities that improve the quality of tourism in Japan.
This infrastructure not only facilitates tourist mobility, but also increases their comfort and safety while traveling.
Indonesia, with its extraordinary cultural and natural diversity, has great potential to develop quality tourism. However, infrastructure challenges are still the main obstacle.
Currently, the average expenditure of foreign tourists in Indonesia is still low due to limited basic infrastructure such as transportation, access to clean water and adequate sanitation facilities.
Therefore, it is necessary to focus on developing sustainable infrastructure to support quality tourism. This includes improving the quality of public transportation, waste management, and providing clean water and good sanitation.
By improving the quality of infrastructure, Indonesia can attract more high-quality tourists who are ready to spend more money for a better tourism experience.
